During the installation, the rod came in contact with an underground power line carrying 26,000 volts of electricity, City Light officials said. An ensuing explosion knocked one worker out of the excavator, and a second worker was knocked back to where he fell into a small hole. A third worker was also injured, City Light officials said.
Power was restored using electricity from other areas.
While repairs are still being made at the substation, a safety team is reviewing and investigating what happened.
